As much as it drove Kuja insane, if one was to look carefully at what Garland had said, it would look like complete nonsense. For one, his choice of words made the whole revelation just plain wrong. To prove my point in what I am trying to say, let's see what the old man had said in the game shortly before his death:
Garland: "I built you to last only until the worthy Genome, Zidane, grew. It was too dangerous to let you last any longer than that."
First off, the age difference between Kuja and Zidane are rather huge. Eight years, to be exact. There is no way that Garland could have known that his first creation with a soul would prove to be a failure, especially when he and Zidane were years apart. Even if he had known, he could have simply skipped Kuja altogether, going straight to Zidane. From the beginning Garland had made Kuja pretty much the living dead, seeing as how he claimed that the latter would die when Zidane grew to the proper age to take over the position as the Angel of Death. As mentioned before, it does not make sense how Garland knew that his first creation would simply be disastrous. There are, however, furthermore theories on how the creator of the genomes could have predicted this.
Garland: "His soul is not eternal... I was going to create you next, after all."
There is always a chance that Kuja was meant to be nothing more than a prototype. Perhaps when Garland saw the problems with the first, he would make corrections with the second, continuing on that cycle until he ended up with the perfect genome that would be the excellent destroyer. That is, after all, the purposes that prototypes serve; to make the creators realize their mistakes and flaws and fix them. But it is never revealed if Kuja was an actual test or not, since all Garland says about him is that he is a
defect. Nothing more, nothing less. Kuja was exceedingly intellectual, so there is no reason why Garland should be any more stupid - like his creation, he could've merely planned everything out beforehand.
The other speculation that can be made from this is that, during the construction of the first Angel of Death, Garland might have seen that he had made Kuja far too powerful for his own good. Out of natural instinct to be rid of the possible little threat that might grow into a forestwire, he could've changed some things around to make Kuja's life limited until to a certain point. Knowing well how powerful and what potential he had, Garland could have then used the deemed defect to cause havoc upon Gaia until the replacement, the superior, would rise.
In conclusion, we could simply assume that Garland must've planned this all out from the beginning to make sure that his plan to assimilate Gaia would be foolproof. It was more than likely that Kuja was a test to see how a genome with a soul would be like, since by Garland's words it was officially said that at the former's creation the time limit was put upon him. However, there is no official word on this loophole from SquareEnix, so there is no way to completely clarify this mind boggling question as of now. These were merely my own assumptions and speculations from the resources I've gathered in the game.
